Study for the Development of the Integrated Office of Mojokerto Regency

Abstract

Mojokerto Regency currently lacks a government center within its administrative area because the Regent's office and most Regional Apparatus Organization (OPD) offices remain in Mojokerto City. Based on Law Number 23 of 2014 concerning Regional Government and Minister of Home Affairs Regulation Number 30 of 2012 regarding regional naming and capital relocation, the central government encourages districts to move their administrative centers to improve governance effectiveness and independence. This study aims to determine the most suitable location for the Mojokerto District Integrated Office by analyzing technical and non-technical factors supporting land acquisition planning. The research uses a descriptive method with a multiscale approach consisting of general analysis at the sub-district level and detailed analysis at the land location level. Analytical techniques include policy analysis, scalogram analysis to determine activity center hierarchy, the p-median method to identify optimal service centers, and gravity analysis to examine inter-regional interactions. Data were collected through interviews, field observations, and literature studies using RTRW, RDTR, and spatial data from Bappeda and BPN. The results identify three alternative locations: Mojoanyar, Bangsal, and Mojosari Districts. Based on multi-aspect scoring, Mojotamping Village in Bangsal District obtained the highest feasibility score and is recommended as the preferred site for the Integrated Office, requiring about 40 hectares of land with an estimated cost of Rp1.5 trillion. In conclusion, the Bangsal District location is technically, socially, and economically the most feasible and has the potential to stimulate new regional growth in central Mojokerto Regency. © Published under licence by IOP Publishing Ltd.
