This study examines community participation in the preservation of cultural heritage areas in Surabaya, focusing on Alun-Alun Contong Village and the surrounding Jalan Panggung area. Surabaya, a city with a rich historical legacy, contains numerous cultural heritage sites that are at risk of being overshadowed by modern development. The research aims to compare community involvement in these areas, highlighting their role in maintaining cultural values and heritage sustainability. A mixed-methods approach was employed, including surveys and Cield observations, to identify the activities and contributions of local residents in heritage management. Findings indicate that Alun-Alun Contong Village demonstrates effective community participation through various initiatives, such as the establishment of local organizations, infrastructure development, cultural festivals, and the promotion of heritage tourism. Conversely, community participation in the Jalan Panggung area is less developed, and the government's involvement in heritage management remains limited. The study underscores the importance of community involvement in preserving cultural heritage, suggesting that sustainable management should focus on fostering local engagement alongside formal regulations. © Published under licence by IOP Publishing Ltd.
