This study examines factors influencing the equitable distribution of library services across 38 Indonesian provinces within the framework of SDG 4 (Quality Education) and SDG 10 (Reduced Inequalities). Using 2023 Community Literacy Development Index data, a multiple linear regression model (R2 = 0.960) identified Library Personnel Adequacy (β = 0.685) as the strongest predictor, followed by Library Membership (β = 0.521), Community Visits (β = 0.333), and Community Involvement (β = –0.351). Findings indicate that enhancing library human resources, expanding membership, and optimizing community engagement can promote equitable access to literacy and knowledge in Indonesia. © 2025 The Author(s).
