The National Strategic Project (PSN), which includes the Probolinggo-Banyuwangi Toll Road, aims to increase economic growth, especially in Java Island's eastern region. This project faces delays in the completion of construction work. The primary goal of this study is to determine the main risk factors that are delaying the Probolinggo-Banyuwangi Toll Road Package 3 segment's construction from STA 43+000 to STA 44+500. In order to provide a thorough picture of the field circumstances, this study used a descriptive technique that combined quantitative and qualitative methods. Direct observation, a review of the literature, and the distribution of questionnaires to 25 respondents including project managers, site engineers, and other implementation teams were the methods used to gather data. The Relative Importance Index (RII) method was used to assess risk, taking into account the likelihood that the risk would materialize as well as the consequences that would follow. The analysis results showed that out of 26 factors, there were 7 dominant risk factors that most influenced project delays, namely land acquisition, bad weather, delayed material delivery, changes in implementation methods, difficult-to-access project locations, delay in payment by owner and low labor productivity. Each factor had a high RII value, indicating a high priority in risk mitigation. This study contributes in the form of initial recommendations for time risk management and can serve as a reference for improving the effectiveness of similar toll road project management. © Published under licence by IOP Publishing Ltd.
