The inevitable increase in waste generation poses significant environmental challenge, particularly in lower-income countries like Indonesia, where regional autonomy can lead to disparities. To establish a robust framework for governing waste management, it is crucial to understand the current policy landscape. This study aims to develop a comprehensive understanding of waste management regulations in Malang Regency, Indonesia, how they are influenced by higher level national regulations, and how they have been ratified into sub-governance level. By using qualitative-exploratory method through a series of interview, and desk review, it has been identified that there is a need for more streamlined regulations in regency level, particularly in annual targets versus budget allocation, and the potential in forming a cross-agencies taskforce. At the village level, it was found that only 40% of all villages have regulations. However, community initiatives ensure the continuation of waste operational practices despite the absence of legal frameworks. Influential factors in formulating village regulation include forming a structure, improving health, and as a regulatory compliance. Defining community roles, boosting awareness, and economic opportunities were also identified as driver in formulating village regulations. Overall, these findings might serve as insight for stakeholders to improve implementation across all levels of governance. © Published under licence by IOP Publishing Ltd.
