Research collaboration in higher education has been profoundly transformed by smart and international campuses' rapid expansion. This paper examines challenges, opportunities, and policy innovations from integrating digital ecosystems, transnational networks, and intelligent infrastructures. The analysis identifies persistent challenges including uneven technological capacity, cybersecurity risks, administrative fragmen-tation, and institutional readiness disparities. Smart campuses create opportunities for real-time data sharing, interdisciplinary collaboration, global mobility, virtual research environments, and industry-university partnerships. Optimizing research productivity requires policy innovation encompassing governance models, interop-erability standards, ethical data management, capacity-building, and incentive structures. The paper recommends a framework from global practices prioritizing inclusive, sustainable, innovation-driven collaboration, providing insights for uni-versities, policymakers, and leaders fortifying global research ecosystems. © 2026 by IGI Global Scientific Publishing.
