This research has attempted to discover a new approach in magnifying democracy and sovereignty in the Indonesian maritime governance through open marine spatial data practices between governments and citizens. The research has been done in order to fill in the gap of bridging marine spatial data or information at all government levels and between citizen and government. The research predominantly used qualitative methods with specifically approach was discourse analysis using legal document analysis and in-depth interview to elites, and local digital mapping communities. The coherence and synergy of maritime development can be achieved through dialogue between the elites and the public. A solution to bridge political communication between the elite and the public is sharing or open marine spatial data and information. © 2018 Institute of Physics Publishing. All rights reserved.
